Rachel Leahy Hilker

Rachel Leahy, MA, LPC, SAC is a behavioral health leader with over 15 years of experience advancing community-based mental health and clinical services. She currently serves as Associate Vice President of Behavioral Health Services at Centers for Independence, where she directs strategic planning, program development, and organizational growth while ensuring compliance, quality assurance, and strong community partnerships.
Previously, Rachel served as Director of Case Management and Clinical Services at Whole Health Clinical Group, overseeing programs such as Community Support Program (CSP), Comprehensive Community Services (CCS), and Targeted Case Management (TCM). She successfully developed and managed contracts, built collaborative networks, supervised multidisciplinary teams, and expanded outpatient services to meet diverse community needs. Earlier in her career, she coordinated alcohol education programs at the University of Wisconsin–Milwaukee and taught psychology courses at Milwaukee Area Technical College.
Rachel holds a Master of Arts in Counseling with an emphasis in Addiction Counseling from Marquette University and a Bachelor of Arts in Psychology from Lakeland College. She is a Licensed Professional Counselor and Substance Abuse Counselor. With a strong commitment to evidence-based practice, trauma-informed care, and staff development, Rachel is dedicated to improving the lives of individuals living with chronic and persistent mental illness.
